Description


The City of Cypress is seeking a self-motivated and savvy professional to join its team as the Business Development Manager. Working with Cypress' A-List businesses, including Rolls-Royce, ECOS, Yamaha Motor Corporation, United Health Care, and Amazon, this position is responsible for creating and implementing a variety of programs to strengthen Cypress' reputation as a business friendly community.

The Business Development Manager reports to the Planning Director, and works closely with the City Manager and a City Council subcommittee. The position performs a variety of professional duties, including leading initiatives to retain and attract businesses and managing the City’s economic development programs.

The ideal candidate will possess strong interpersonal skills, be innovative and a creative problem solver, be an effective public speaker, and understand business development. Candidates should be strong project managers who can prepare and analyze contracts, reports, and similar items, develop and present recommendations on a variety of projects and work effectively with minimal supervision.

Example of Duties

The following functions are typical for this classification. Incumbents may not perform all the listed functions and/or may be required to perform additional or different functions from those set forth below to address business needs and changing business practices.

Oversee the City's business development, marketing, attraction, retention and expansion, and small business support efforts.

Plan, organize, participate, and review major business and economic development projects.

Plan and implement programs to retain and stimulate commercial and business development in the City.

Establish positive, effective relationships with the business community, owners of commercial real estate, commercial real estate developers and brokers, and public agencies to promote the City’s economic development activities.

Identify opportunities and develop strategies to promote the City and its business community.

Develop, or assist in the development of, marketing strategies and public information materials to promote the City as a desirable location for business.

Understand the needs of the City’s business community and develop programs to assist and foster its growth.

Provide technical coordination and support services to the business community.

Work with businesses, City departments and other regulatory agencies to provide an efficient, reasonable, and predictable regulatory and permitting environment.

Make presentations to business and commercial property owners, community groups, and other major assemblages regarding the City’s business development programs or projects.

Negotiate and administer agreements that have an economic and financial benefit to the City, including disposition and development agreements, owner participation agreements, exclusive right to negotiate agreements, economic development agreements, and professional services agreements.

Conduct and manage economic studies to assist with long-range planning in coordination with City departments and other public agencies.

Prepare reports related to assigned activities and services.

Maintain knowledge of current economic development trends, practices, laws and regulations.

Monitor and ensure compliance with State laws and guidelines.

May supervise other staff members.

Perform other related duties as assigned.

Typical Qualifications

Knowledge of: Principles and practices of economic development, land use planning, public/business administration, communications and marketing; real estate development and finance; business retention and recruitment strategies; customer service techniques and principals.

Ability to: Work effectively and cooperatively with those encountered in the performance of duties; work independently with minimal guidance and be proactive; be a strong and effective communicator, both verbally and in writing; monitor the scope, work, and contract of consultants; make effective verbal presentations and interact with businesses and the community.

Experience and Education:
Any combination of experience, education and training that would likely provide the required knowledge, skills and abilities necessary to successfully perform the duties of the position is qualifying. A typical combination is: six years of increasingly responsible experience in business or economic development, business administration, or community development and a Bachelor’s degree from an accredited college or university with emphasis in Community Development, Urban or Regional Planning, Economics, Business or Public Administration, Marketing, Communication or a related field.
